Srinagar, August 19, 2025 : The Jammu and Kashmir administration is preparing to roll out a major governance reform aimed at digitizing the processes of Recruitment Rules (RRs) updation and the timely conduct of Departmental Promotion Committees (DPCs) across all departments. The initiative was discussed in detail at a high-level meeting chaired by Chief Secretary Atal Dulloo, which was attended by Administrative Secretaries of key departments, including the Commissioner Secretary of ARI & Trainings.
During the meeting, the Chief Secretary stressed that resolving human resource issues of government employees is just as crucial as other governance priorities. He noted that delays in updating recruitment rules or conducting timely promotions not only hinder departmental functioning but also lower employee morale.
Emphasizing the role of technology, Dulloo called for an IT-enabled mechanism that would make these processes transparent, efficient, and time-bound. He urged the Bhaskaracharya National Institute for Space Applications and Geo-informatics (BISAG-N) to develop a dedicated portal that would exclusively handle RR updation and DPCs in real time. This system, he said, would enhance monitoring, bring accountability, and ensure smoother operations.
Committee Formed for Implementation
To take the reform forward, the Chief Secretary constituted a committee headed by the Principal Secretary, Public Works Department (PWD), with the Commissioner Secretary, General Administration Department (GAD), and the Commissioner Secretary, ARI & Trainings as members. The committee has been tasked with working out the modalities for the early adoption of the online system.
Dulloo further directed the ARI & Trainings Department to conduct capacity-building programmes for officers once the system is launched. The aim, he said, should be to make the mechanism not only transparent and efficient but also employee-friendly.
Key Features of the Upcoming System
Explaining the proposed framework, Principal Secretary, PWD, Anil Kumar Singh highlighted that the online system would transform the current manual procedures into a comprehensive web-based mechanism.

Unique Proposal IDs for each case to ensure proper tracking.

Department-specific dashboards for real-time submission and monitoring.

Facility for online uploading of checklists and draft documents.

Automated alerts and reminders to notify departments of pending actions and deadlines.

A centralized digital repository of all Recruitment Rules for easy access.
The system will also designate and train Nodal Officers in each department to ensure smooth functioning and coordination.
Time-Bound Process
A detailed timeline for the new framework was also presented. The entire cycle—from receipt of proposals to final Standing Committee recommendations—will be completed within fixed deadlines. The process includes a 15-day preliminary review, followed by structured examination and issuance of recommendations in a set timeframe.

Officials said the reform is part of the government’s broader vision to strengthen governance through technology. By introducing an online mechanism for RR updation and DPCs, the administration seeks to simplify procedures, enhance responsiveness, and reduce delays.
This forward-looking step, the Chief Secretary noted, would not only streamline decision-making but also contribute to building a motivated and satisfied workforce, thereby improving overall efficiency in government departments.
