Jammu, March 25, 2026 : Chief Secretary Atal Dulloo on Wednesday directed a time-bound overhaul of Recruitment Rules (RRs) across departments in Jammu and Kashmir, stressing transparency, efficiency, and employee welfare in public administration.

Chairing a high-level meeting, Dulloo asked all Administrative Secretaries to work in close coordination with the ARI and Trainings Department to expedite the updation process within a defined timeline. He emphasized that well-structured RRs are essential for merit-based recruitment and timely filling of vacancies.

Reiterating the government’s commitment, the Chief Secretary instructed departments to carry out the exercise in “mission mode” to eliminate delays and ensure uniformity across recruitment systems.

During the meeting, Commissioner Secretary Shabnam Shah Kamili highlighted a shift towards digital governance, informing that a dedicated online portal has been developed in collaboration with BISAG-N for streamlined updating of Recruitment Rules.

She announced that from April 1, 2026, all offline submissions will be discontinued, and departments must mandatorily use the online portal, which is fully operational with security features and SMS-based communication systems. Training sessions have already been conducted for departmental nodal officers to ensure a smooth transition.

Officials informed that the Standing Committee has held 53 meetings since early 2024, finalizing Recruitment Rules for 33 services and preparing drafts for 81 more. Additionally, 12 services have been cleared through executive orders to address urgent needs.

The review also identified key gaps, including outdated pay scales linked to older Pay Commissions and stagnation in certain posts. Departments were advised to adopt uniform model RRs and clearly define parameters like experience to ensure fairness and clarity in recruitment.

Specific directions were issued to major sectors such as Health, Education, Revenue, and Agriculture to resolve pending issues and finalize their rules at the earliest.

The meeting concluded with a strong push towards modernizing governance through a transparent, technology-driven recruitment framework aimed at improving efficiency and strengthening public administration in Jammu and Kashmir.
