New Delhi, March 25, 2026 : The National Human Rights Commission (NHRC) has taken cognisance of a complaint alleging targeted killings of civilians, including members of vulnerable communities, in Jammu and Kashmir, and sought a detailed report from the authorities.

A bench led by NHRC Member Priyank Kanoongo issued a notice to the Director General of Jammu and Kashmir Police, directing an inquiry into the allegations and submission of an Action Taken Report (ATR) within two weeks.

The complaint was filed by advocate Vineet Jindal, representing the Anti Terrorism Global Front (ATGF), raising concerns about a recurring pattern of violence and lack of transparency in investigations and prosecutions.

It cited past incidents such as the Nadimarg massacre, the Wandhama massacre, and attacks on Amarnath Yatra pilgrims, including those in 2000 and 2017.

The plea alleged that several cases remain unresolved due to insufficient transparency regarding FIRs, arrests, and prosecutions, potentially impacting fundamental rights such as the Right to Life, Equality, and Freedom of Religion.

The complainant has sought comprehensive investigation reports, case-wise updates, preventive measures for vulnerable communities, and compensation and rehabilitation for victims’ families.

Acting on the complaint, the NHRC directed J&K Police to examine the matter and submit a detailed report through the HRCNet portal along with relevant records and supporting documents within the stipulated timeframe.
