Srinagar, November 19, 2025 : The Economic Offences Wing (EOW) of the Crime Branch Kashmir has filed a chargesheet against six individuals, including an employee of the Central Administrative Tribunal (CAT), for their alleged involvement in tampering with official documents submitted before the tribunal.

Crime Branch officials said the chargesheet has been filed under multiple sections of the Indian Penal Code before the Court of the Chief Judicial Magistrate, Srinagar.

The accused have been identified as Pathan Majid Ahmad Khan, Mushtaq Ahmad Rather, Mudasir Yousuf Wani, Ghulam Mohammad Reshi, and Bashir Ahmad Dar, all residents of Sopore in north Kashmir’s Baramulla district, and Anoop Mishra, a resident of Prayagraj, Uttar Pradesh, currently residing near the DC Office in Jammu.

According to officials, the case originated from a communication by the office of the Chief Horticulture Officer, flagging suspected manipulation of documents submitted before CAT Srinagar.
Investigation revealed that the records in question were “unlawfully altered while in custody” of the tribunal.

The probe established that the prime accused, Khan, in criminal conspiracy with CAT employee Anoop Mishra and other associates, made unauthorised insertions in official records related to their regularisation in the Horticulture Department.

During searches, investigators recovered 12 official seals from Khan’s residence, including those belonging to the Director of Horticulture, BDO, Tehsildar, and Zonal Education Officer (ZEO), among others.

Officials added that call detail records and WhatsApp chats retrieved from Khan’s seized mobile phone corroborated the conspiracy and criminal breach of trust involving Mishra and others.

The chargesheet has now been submitted for judicial scrutiny, officials said.
