Jammu, March 2, 2026 : The Jammu and Kashmir government has disbursed ₹1,695.37 crore in compensation for land acquired for the ambitious Ring Road projects in Jammu and Srinagar, while 1,398 landowners’ cases remain pending due to litigation and other disputes, officials said.

The twin projects — the 58.25-km Jammu Ring Road connecting Raya Morh in Samba to Jagti near Nagrota, and the 60.84-km Srinagar Ring Road spanning Pulwama, Budgam, Srinagar, Baramulla and Bandipora — were launched in 2018 and are now in their final phases of completion.

Compensation Status: Overall Figures

Officials stated that a total compensation of ₹2,106.70 crore has been awarded for land acquisition under the projects.

  • ₹1,784.45 crore released

  • ₹1,695.37 crore disbursed

  • ₹89.08 crore yet to be disbursed

  • ₹322.25 crore pending to be received

The compensation cost is being shared between the Ministry of Road Transport and Highways (MoRTH) and the J&K government in a 90:10 ratio.

Division-Wise Breakdown

Jammu Division:

  • ₹322.21 crore awarded

  • ₹270.11 crore released

  • ₹244.43 crore disbursed

  • ₹25.68 crore pending disbursement

  • ₹52.10 crore yet to be received

Kashmir Division:

  • ₹1,784.49 crore awarded

  • ₹1,514.34 crore released

  • ₹1,450.94 crore disbursed

  • ₹63.40 crore pending disbursement

  • ₹270.15 crore yet to be received

Pending Cases: District-Wise Details

A total of 1,398 cases remain unresolved across both divisions.

  • Jammu Division: 150 cases

    • 112 in Jammu

    • 38 in Samba

  • Kashmir Division: 1,248 cases

    • 905 in Ganderbal

    • 247 in Budgam

    • 57 in Srinagar

    • 32 in Bandipora

    • 7 in Baramulla

Reasons for Pendency

Officials attributed delays to:

  • Non-deposit of balance funds by the indenting department

  • Court litigations

  • Title disputes

  • Other land-related conflicts

Compensation in dispute-free cases is being processed regularly through the Bhoomi Rashi portal. Disputed amounts — including ₹28.20 crore in specific title cases — have been deposited before the High Court for legal resolution.

With both Ring Road projects nearing completion, authorities aim to expedite the clearance of pending cases to ensure smooth closure of land acquisition proceedings.
