Srinagar, September 20, 2025 : Jammu and Kashmir Pradesh Congress Committee (JKPCC) president Tariq Karra on Saturday strongly criticised the Union Territory’s governance framework, warning that the prevailing “dual control” system is breeding “confusion and chaos.”
“Chaos Will Continue Until Dual Control Ends”
Speaking to reporters in Srinagar, Karra said,
“I have been saying since the start that the problem will persist till the system does not end. Till then there will be chaos and confusion. What I understand is that the hitches in the dual control system are being removed, and changes are expected soon.”
He argued that senior IAS, IFS, and IPS officers remain directly accountable to the Lieutenant Governor, leaving the elected state apparatus with negligible control.
“As soon as statehood is restored, all their duties and accountability will come to the state government. That change alone will end the present confusion,” he asserted.
On Srinagar–Jammu Highway
Karra also weighed in on the recent disruptions along the Srinagar–Jammu National Highway, warning against the perception of quick fixes.
“This is not a matter of just 300 meters of damage; it is kilometers, though in patches. If you want to fix it completely, it will take months, not 3–4 days,” he said.
He disagreed with Omar Abdullah’s suggestion that the highway should be handed over to the elected government if the Centre is unable to repair it.
“I don’t think the State Government has the infrastructure. The National Highway Authority and BRO have the men, machines and specialization for such roads. The State Government is not equipped to fix this,” he remarked.
