Srinagar, July 1, 2025: Jammu and Kashmir Lieutenant Governor Manoj Sinha has directed all Deputy Commissioners and Senior Superintendents of Police to reopen long-neglected cases of civilians killed by Pakistan-backed terrorists and ensure government jobs are provided to their next of kin (NoKs) on a priority basis.
The directive follows LG Sinha’s recent meeting with families of terror victims — Kashmiri civilians targeted over the past three decades.
Chairing a high-level review meeting, the LG instructed officials to:

File FIRs in cases that were deliberately ignored or buried.

Restore land and property illegally occupied by terrorists or their sympathisers.

Identify and take action against individuals involved in killings who are now working in government departments.
A Special Cell will be established in the LG Secretariat and another in the Chief Secretary’s office to specifically address grievances of affected families.
“Every possible assistance will be extended to terror victim families. Those responsible for these crimes, still roaming free, will be brought to justice,” said LG Sinha.
The move is seen as a major step toward accountability, justice, and rehabilitation for families devastated by decades of militancy in the region.
