SRINAGAR, July 24, 2025: Jammu and Kashmir Chief Minister Omar Abdullah has directed all administrative secretaries to hold mandatory monthly review meetings to ensure effective implementation of the Public Services Guarantee Act (PSGA).
Chairing a high-level meeting attended by Chief Secretary Atal Dulloo and senior officials, Abdullah expressed concern over the inconsistent monitoring of the Act across departments. He stressed the need for structured oversight and strict adherence to service delivery timelines.
“The monthly review at the secretary level is non-negotiable. Departments must ensure robust implementation of the Act. Unjustified delays will attract penalties as per the law,” he said.
Acknowledging certain challenges, including budget limitations and technical issues with the service portal, Abdullah assured that these would be reviewed separately.
He also directed that any rejection of applications must include clear reasons to safeguard the citizen’s right to appeal.
Sounding a strong warning against misuse of discretionary powers, the chief minister said, “The PSGA is meant to end arbitrary decision-making. Services must be delivered on time — no exceptions. Where there are violations, penalties must follow. Don’t go soft.”
