PAC Reviews Audit Observations of Mining & I&C Departments in Srinagar Meet

SRINAGAR, July 21, 2025: The Public Accounts Committee (PAC) of the Jammu and Kashmir Legislative Assembly held a detailed review meeting today at the Assembly Complex, Srinagar, focusing on audit observations related to the Mining and Industries & Commerce (I&C) Departments.

Chaired by PAC Chairman Sham Lal Sharma, the session was attended by members Mubarak Gul, Javid Hassan Baig, Devinder Kumar Manyal, Sajad Shaheen, and Muzaffar Iqbal Khan.

The Committee examined audit paras 2.14 (2011-12), 3.14 (2000-01), 4.10 (2003-04), and 3.13 (2015-16), covering key issues such as:

  • Land acquisition for the Industrial Export Promotion Park at SIDCO Ompora

  • Procurement and setup of Broadband Seismograph & Seismograph Observatory

  • Construction of the Zone Office Complex for Handloom in Rajouri

  • Drawal and utilization of public funds by concerned departments

Chairman Sharma directed the departments to furnish comprehensive reports on the Industrial Park project and fix responsibility wherever lapses are found. He underscored the urgency of curbing illegal mining, calling for sustainable practices and use of modern surveillance technologies to ensure compliance.

He instructed that Action Taken Reports (ATRs) be submitted promptly on all reviewed matters.

The meeting was attended by:

  • K. P. Yadaw, Principal Accountant General J&K

  • Anil Kumar Singh, Principal Secretary, Mining

  • Vikramjit Singh, Commissioner Secretary, I&C

  • Khalid Jahangir, Secretary, I&C

  • Manoj Kumar Pandita, Secretary, Legislative Assembly

  • F. A. Lone, Director General Accounts & Treasuries

  • Directors of Handicrafts, Handloom, Geology & Mining, SIDCO, and other senior officials

Chairman Sharma reaffirmed PAC’s vital role in promoting transparency, fiscal discipline, and public accountability, urging members and departments to maintain high standards of legislative oversight and continue driving reforms in public governance.
