Kishtwar , April 8, 2026 : The District Magistrate of Kishtwar, Pankaj Kumar Sharma, has ordered a complete ban on the use of Virtual Private Networks (VPNs) across the district, citing serious concerns related to public order and national security.
The directive has been issued under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, following credible intelligence inputs indicating misuse of VPN services by certain individuals and groups.
Security Concerns Behind the Ban
According to the official order, VPNs were allegedly being used to bypass lawful cyber restrictions and access prohibited online platforms. Authorities warned that such activities could potentially be exploited for:
- Spreading inflammatory or misleading content
- Inciting unrest and disturbing public peace
- Coordinating unlawful or anti-national activities
The administration stated that immediate preventive action was necessary to strengthen cyber security and maintain stability in the region.

- All individuals and residents
- Institutions and organizations
- Cyber cafes and business establishments
- Internet Service Providers (ISPs) operating within Kishtwar district
