JAMMU, July 28, 2025: In a major outreach to families affected by terrorism in Jammu and Kashmir, Lieutenant Governor Manoj Sinha today handed over appointment letters to 80 next of kin (NoKs) of terror victims in Jammu, reaffirming the government’s commitment to justice and rehabilitation.

This comes days after a similar event in Baramulla, where 40 terror victim families were provided employment—a milestone in what the LG called a “new era of justice” in the Union Territory.

Addressing the gathering, the LG paid tribute to civilian martyrs and condemned decades of violence inflicted by Pakistan-sponsored terrorism and its ecosystem of sympathizers.

“Common citizens endured unimaginable trauma. Victim families were silenced for years. But under Prime Minister Modi’s leadership, we are committed to punishing the perpetrators and dismantling the terror networks,” LG Sinha said.

He cited tragic cases, including:

  • Smt. Tara Devi of Kishtwar, who died protecting her son from terrorists (July 21, 2001)

  • Smt. Gyan Devi and her infant son Kikar Singh, brutally killed in Balgran (April 30, 1998)

  • Ashfaq Ahmed of Doda, a Village Defense Committee member martyred in 2005

“For too long, these families were reduced to statistics. Today, justice has finally knocked on their doors,” he said, highlighting beneficiaries from Kishtwar, Doda, Ramban, Poonch, Rajouri, Samba, Kathua, Udhampur, and Reasi.

The LG also launched a centralized web portal for processing applications, maintaining a terror victim family database, and extending livelihood support and self-employment schemes. District-level and divisional helplines are now operational to handle grievances promptly.

“We will continue this process till every single victim family receives justice. On August 5 in Srinagar, more families will receive appointment letters and support,” Sinha added.

On the July 24 Jammu incident, he reiterated a zero-tolerance approach:

“Don’t touch the innocent, and don’t spare the guilty. SIT has been formed, a magisterial probe is underway, and two officials are suspended. Further action will follow the inquiry report.”

The LG congratulated security forces and J&K Police for their successful anti-terror operation in Srinagar and expressed gratitude to officials for their compassionate approach in handling terror victim cases.

The event was attended by Chief Secretary Atal Dulloo, DGP Nalin Prabhat, senior officials, victims’ families, public representatives, and civil society members.
