Srinagar, August 23, 2025 : The State Investigation Agency (SIA) Kashmir has arrested an Over Ground Worker (OGW), Altaf Hussain Wagay, son of Ghulam Mohi-ud-din Wagay, a resident of Reban Gund, Behram, Shopian, for his alleged links with the banned militant outfit Hizbul Mujahideen.
Officials said the arrest was made during the probe into FIR No. 01/2025 registered under UAPA provisions at Police Station CI/SIA Kashmir. Evidence collected during the investigation revealed Wagay’s connection with a Hizbul Mujahideen handler based across the border. Acting on the handler’s directions, he was allegedly involved in terrorist conspiracy, unlawful activities, and spreading anti-India propaganda.
Authorities stated that Wagay’s activities were aimed at undermining India’s sovereignty, inciting disaffection, and fuelling communal discord.
The SIA described the arrest as a major breakthrough in its efforts to dismantle Hizbul’s sleeper cells, which are believed to be highly radicalised, involved in propagating secessionist content, and maintaining close links with Pakistan-based handlers and intelligence agencies.
