Jammu, March 2, 2026 : The Jammu and Kashmir government has initiated a major expansion plan to establish new J&K Houses in key cities including Mumbai, Amritsar and Chandigarh to enhance accommodation facilities for officials and residents.

Officials from the Housing and Protocol Department said the expansion will be executed in phases, subject to statutory clearances, Detailed Project Reports (DPRs) and approval of executing agencies.

Post-Reorganisation Asset Management

Following the abrogation of Article 370 and the bifurcation of the erstwhile state under the Jammu and Kashmir Reorganisation Act, assets were divided between the Union Territories of J&K and Ladakh, including properties in Delhi, Chandigarh and other cities.

The government now plans to augment accommodation infrastructure on UT-owned land assets in:

  • New Delhi

  • Mumbai

  • Amritsar

  • Chandigarh

₹36.61 Crore Allocated for FY 2025–26

An allocation of ₹36.61 crore (revised estimates) has been earmarked for seven projects across Delhi, Chandigarh, Mumbai and Amritsar.

Major allocations include:

  • ₹20.90 crore – Dwarka (Delhi)

  • ₹6.40 crore – Chandigarh

  • ₹2.50 crore – Amritsar

  • ₹1.25 crore – Mumbai

City-Wise Development Plans

Mumbai:
A DPR is under preparation for construction of a J&K Bhawan at Kharghar, Navi Mumbai.

Amritsar:
Additional structures are being considered on available vacant land.

Chandigarh:
Conversion of the existing SCO building into a J&K House has commenced.

5 Prithviraj Road, New Delhi:
Redevelopment and upgradation are being planned. However, since the property falls within the Lutyens’ Bungalow Zone (LBZ), any new construction requires approval from the Prime Minister’s Office.
The heritage main building cannot be altered, and new structures cannot exceed prescribed height norms. Structures within nine metres of the boundary wall may need demolition upon formal approval.

Chanakyapuri, New Delhi:
New construction is not feasible due to space constraints, though redevelopment and upgrades have been completed.

Kashmir House, Rajaji Marg (New Delhi):
Redevelopment within zoning norms is permitted. Reconstruction of staff accommodation is underway in phases.

Dwarka (Delhi):
Construction of a new J&K House on acquired land has been proposed, with execution models currently under review.

Officials stated that efforts are ongoing to identify the most viable execution models to ensure optimal accommodation capacity while complying with regulatory and heritage norms.

The expansion drive marks a significant step in strengthening institutional infrastructure outside the Union Territory.
