SRINAGAR, May 26, 2026 : Chief Secretary Atal Dulloo chaired a high-level meeting of the State Executive Committee (SEC) under the Department of Disaster Management, Relief, Rehabilitation & Reconstruction (DMRR&R) to review and approve several key initiatives aimed at enhancing disaster mitigation, preparedness and emergency response systems across Jammu & Kashmir.
The meeting witnessed participation from senior officers including the Additional Chief Secretary Finance, Principal Secretary DMRR&R, Commandant General SDRF, Commissioner Secretary Law, Secretary Revenue and other top officials.
In a major development, the SEC approved collaboration with the United Nations Development Programme (UNDP) for implementation of disaster mitigation measures across various districts of Jammu & Kashmir. A dedicated Project Steering Committee will oversee coordination and implementation of the programme under the leadership of the Principal Secretary DMRR&R with UNDP as co-chair.
To strengthen scientific assessment and technological preparedness, the Committee also approved procurement of Digital Terrain Models (DTMs) for vulnerable districts to aid simulation, prediction and mitigation of natural disasters. Satellite phones will also be procured for high-risk subdivisions and tehsils to ensure uninterrupted communication during emergencies.
The SEC further discussed the constitution of hazard-specific task forces for earthquakes, floods, Glacial Lake Outburst Floods (GLOF) and landslides. These expert task forces will include specialists from IITs, universities and reputed technical institutions to support disaster risk reduction and preparedness planning.
In another significant move, the Committee revalidated Rs 10.69 crore for procurement of rescue and emergency response equipment to ensure smooth and secure conduct of the annual Shri Amarnathji Yatra.
Chief Secretary Atal Dulloo stressed the importance of robust preparedness, coordinated response systems and adoption of modern technology-driven mechanisms to minimize disaster risks and strengthen resilience across the Union Territory.
