Srinagar, September 11, 2026 : Jammu and Kashmir is set to establish a dedicated Project Monitoring Group (JK-PMG) on the lines of the National Project Monitoring Group (PMG) to ensure high-level monitoring of mega and strategically important development projects and facilitate faster resolution of bottlenecks.
The proposed institutional framework was presented before Chief Secretary Atal Dulloo by representatives of the National PMG. The mechanism is aimed at strengthening project oversight, inter-departmental coordination and timely intervention in issues related to land acquisition, statutory clearances, construction approvals and other implementation challenges.
💻 Shift Towards Real-Time Project Monitoring
Chief Secretary Atal Dulloo stressed the need to leverage technology and move beyond periodic status reports towards real-time, milestone-based project monitoring.
He expressed confidence that the proposed digital platform would enable authorities to track project progress, identify critical gaps and take informed decisions based on reliable data.
Dulloo also highlighted the importance of a clearly defined escalation framework, under which issues would be resolved at the appropriate administrative level, while matters requiring higher-level intervention would be escalated without unnecessary delay.
📊 National PMG Currently Tracks 61 J&K Projects
Commissioner Secretary, Planning Development & Monitoring Department, R. Alice Vaz, said the National PMG currently monitors 61 projects in Jammu and Kashmir, involving investments of approximately ₹3.91 lakh crore.
She added that 130 active issues concerning these projects are presently under review through the National PMG portal.
The proposed JK-PMG would function under the overall supervision of the Chief Secretary, with a dedicated team of project experts and a designated administrative department handling day-to-day operations and coordination.
🚧 Focus on Removing Project Bottlenecks
The JK-PMG is proposed to monitor identified mega and strategically important projects, track milestones and pending approvals, facilitate coordination between executing agencies and district administrations, and escalate unresolved issues for appropriate intervention.
The framework envisages a three-tier review mechanism:
🔹 Fortnightly reviews at the departmental level by Administrative Secretaries/Heads of Departments
🔹 Monthly reviews chaired by the Chief Secretary
🔹 Highest-level reviews chaired by the Chief Minister for matters requiring such consideration
The graduated system is intended to ensure that project-related issues are addressed at the appropriate level and escalated whenever necessary.
📱 Digital Portal to Track Projects and Issues
The proposed JK-PMG will use a digitised, cost-free portal equipped with automated reporting and analytical capabilities.
Under the proposed workflow:
➡️ Project proponents will register projects and identify bottlenecks.
➡️ Sponsoring departments will verify the reported issues.
➡️ Concerned departments and district administrations will undertake corrective action.
➡️ Critical unresolved matters will be escalated to higher forums involving relevant stakeholders.
🎯 Capacity Building for Local Officials
Chief Secretary Dulloo also asked the National PMG team to conduct additional capacity-building and sensitisation sessions for local stakeholders.
The objective is to ensure that officers and officials are fully familiar with the system, digital workflow and escalation mechanism and are adequately equipped to operate the JK-PMG efficiently once established.
Later, the National PMG team conducted a sensitisation workshop for officials of the Planning Department and other concerned stakeholders, explaining the proposed institutional architecture, digital workflow and respective responsibilities.
The initiative is expected to strengthen administrative coordination, accountability and timely execution of major development projects across Jammu and Kashmir.
