SRINAGAR | October 29, 2026 ; Lieutenant Governor Manoj Sinha felicitated successful candidates of the UPSC Civil Services Examination 2025 and the Jammu and Kashmir Administrative Service (JKAS) Examination 2024, congratulating them on their achievements and acknowledging the sacrifices and support of their parents.
Addressing the young achievers, the Lieutenant Governor delivered a powerful message on the true meaning of public service: a government position is not a personal privilege, but a responsibility entrusted by the people.
🏛️ HUMILITY, INTEGRITY AND COMPASSION MUST LEAD
LG Sinha emphasised that humility is fundamental to good governance and effective administration. He urged the newly successful candidates to preserve the dignity of public service and focus on meaningful outcomes rather than public recognition.
He reminded them that an administrator’s real worth is measured by how sensitively they respond to the concerns of vulnerable citizens.
🌟 “BEHIND EVERY FILE LIES A PRECIOUS LIFE”
Highlighting the human responsibility behind administrative decisions, the Lieutenant Governor said:
“Behind every file lies a precious life. I urge you to also look at the data hidden behind files, and to recognise the people standing behind those figures and understand their needs.”
His message was clear: officers must look beyond paperwork and procedures to understand the real-life circumstances, struggles and aspirations of the people they serve.
🤝 A THREE-STAGE ROADMAP FOR FUTURE ADMINISTRATORS
The Lieutenant Governor outlined three priorities for the young officers as they begin their professional journeys:
🔹 1. Understand the ground reality: Engage directly with citizens and local institutions to understand public needs and the challenges people face.
🔹 2. Build transparent, technology-enabled systems: Reduce delays, improve service delivery and make administration more accessible and accountable.
🔹 3. Protect institutions and ethical standards: Uphold integrity, safeguard institutional dignity and exercise leadership responsibly.
📚 SARDAR PATEL’S LEGACY AND THE STEEL FRAME OF INDIA
Recalling Sardar Vallabhbhai Patel’s vision of the civil services as the nation’s “steel frame,” LG Sinha urged the candidates to uphold the values that strengthen India’s administrative institutions.
He also praised the successful JKAS candidates, saying their achievements reflected not only individual merit but also the aspirations, resilience and democratic spirit of Jammu and Kashmir.
🚀 YOUNG OFFICERS AND THE VISION OF INDIA @ 2047
The Lieutenant Governor said the India of 2047 would be shaped by the values, work culture and decisions of today’s public servants.
He encouraged the officers to demonstrate courage, compassion, evidence-based decision-making, commitment to humanity and a genuine dedication to public welfare.
“Leadership is not a special privilege, but a great responsibility to serve others, guide them, support them, and empower them,” he said.
🎯 THE MESSAGE THAT MATTERS
Civil service success is a remarkable milestone, but the greater responsibility begins after selection.
For the young officers of UPSC and JKAS, the challenge will be to translate knowledge into action, authority into service and responsibility into tangible improvements in people’s lives.
The true legacy of a public servant is not the designation they hold, but the difference they make to the ordinary citizen.
