Mumbai, September 13, 2026 ; Union Home Minister Amit Shah on Sunday said BJP-led NDA governments in 21 states are expected to introduce the Uniform Civil Code (UCC) before 2029, setting out a major policy objective ahead of the next Lok Sabha elections.

Speaking to reporters in Mumbai, Shah highlighted what he described as key achievements of the Centre over the past 12 years and the BJP’s 25-year journey under Prime Minister Narendra Modi.

⚖️ UCC & TRIPLE TALAQ

Shah said the abolition of triple talaq had provided Muslim women with equal rights and noted that UCC legislation has already been introduced in several states.

He expressed confidence that the remaining BJP-NDA ruled states would also move towards implementing the UCC before 2029.

⚖️ CRIMINAL JUSTICE REFORMS

On criminal justice, Shah highlighted the implementation of the Bharatiya Nyaya Sanhita, saying the new framework has strengthened the country’s criminal justice system.

He claimed that several states had registered a 30% increase in conviction rates in a single year and said efforts were underway to establish a system aimed at ensuring justice within three years.

 NATIONAL SECURITY & KASHMIR

Addressing national security, Shah cited the abrogation of Articles 370 and 35A, asserting that the constitutional changes were achieved without bloodshed or the firing of a bullet.

He said Jammu and Kashmir was now fully integrated with India and highlighted the government’s actions against terrorism and extremism.

Shah also claimed that the government had brought an end to five decades of Naxalism and signed more than 14 peace agreements in the Northeast, with over 9,000 people surrendering.

🛡️ ZERO TOLERANCE TOWARDS TERRORISM

Shah said surgical strikes, air strikes and Operation Sindoor demonstrated the government’s policy of zero tolerance towards terrorism.

He presented these operations as part of India’s broader national-security strategy and its resolve to respond firmly to terror threats.

🗳️ NRC & MANIPUR

On the possible use of the 1951 baseline for implementing the National Register of Citizens (NRC) in Manipur, Shah said the Centre was consulting its allies and political parties in the state.

He said a final decision would be communicated once the consultations were completed.

🇧🇩 ILLEGAL INFILTRATION

Asked about the identification of alleged illegal Bangladeshi infiltrators, including in cities such as Mumbai, Shah declined to reveal the specific tools and methods being used by authorities.

He reiterated the government’s resolve to identify and deport illegal infiltrators, saying the process would involve identifying individuals and taking action according to the law.

🚫 “NASHA MUKT BHARAT” CAMPAIGN

Shah also highlighted the government’s anti-drug campaign, saying he had recently launched the “Nasha Mukt Bharat Abhiyan.”

He said he would visit states as part of the campaign and stressed the importance of taking the initiative to the grassroots level.

According to Shah, coordinated efforts between the Centre and state governments would be necessary to achieve the goal of making India free from the menace of drugs.

🔎 THE BIGGER POLITICAL PICTURE

Shah’s remarks place UCC, national security, criminal justice reform, counter-terrorism, illegal immigration and the anti-drug campaign among the key issues being emphasised by the BJP-led government as it looks towards the next political cycle.

📌 Key message: The proposed UCC rollout across BJP-NDA ruled states before 2029 could become one of the most significant policy and political issues ahead of the next Lok Sabha elections.
