Srinagar, June 19, 2026 :Health authorities in Jammu and Kashmir’s Bandipora district have ordered a formal inquiry into a roadside delivery incident involving a woman who reportedly gave birth shortly after being discharged from a government hospital, prompting public concern and allegations of medical negligence.
According to officials, Hafeeza Begum, a resident of Chechinar Aloosa in Bandipora district, had been admitted to District Hospital Bandipora for delivery and was kept under medical observation.
Following an assessment by attending medical staff, she was reportedly informed that labour was not imminent and was subsequently discharged from the hospital.
However, soon after leaving the healthcare facility, the woman allegedly went into labour and delivered her baby on a roadside near Aloosa village, an incident that quickly drew widespread public attention and criticism.
Five-Member Inquiry Committee Constituted
In response to the incident, the Chief Medical Officer (CMO), Bandipora, has constituted a five-member inquiry committee to investigate the circumstances surrounding the case and determine whether any procedural lapses occurred.
The committee will be headed by Dr. Nisar Ahmad Ganie and has been directed to conduct a comprehensive fact-finding investigation and submit its report within two days.
Officials stated that the inquiry will examine the medical assessment, treatment records, discharge procedures, and all relevant circumstances that led to the woman giving birth outside the hospital shortly after her discharge.
Hospital Authorities Directed to Cooperate
As part of the investigation, the CMO has instructed the Medical Superintendent of District Hospital Bandipora to ensure the availability of all concerned doctors and medical personnel before the inquiry panel whenever required.
The committee has been tasked with gathering facts, recording statements, reviewing medical documentation, and identifying whether established healthcare protocols were followed in the case.
Public Concern Over Maternal Healthcare Services
The incident has sparked outrage among local residents, social activists, and civil society members, many of whom have questioned the quality and responsiveness of maternal healthcare services available in the district.
Citizens have demanded transparency in the investigation and accountability if negligence or professional lapses are established.
The case has also reignited discussions on the need for strengthened maternal healthcare systems, improved patient monitoring, and enhanced emergency response mechanisms, particularly in rural and semi-rural areas.
Action to Follow Inquiry Findings
Health department officials emphasized that the inquiry has been ordered to ascertain the facts and determine responsibility, if any.
Authorities stated that appropriate action will be taken based on the findings and recommendations of the inquiry committee once the report is submitted.
