Srinagar, September 20, 2025 : Chief Secretary Atal Dulloo on Saturday chaired a comprehensive review meeting on the implementation of the Vibrant Villages Programme-II (VVP-II) in Jammu and Kashmir and directed officials to frame an effective action plan within the given timeframe.
The centrally funded initiative, with a budget of ₹6,839 crore for 2024–25 to 2028–29, is part of the vision of Viksit Bharat @2047 and focuses on the holistic development of border villages across 15 states and 2 Union Territories. In J&K, the programme will cover 124 strategically important villages across 43 blocks in 8 border districts, including Baramulla, Bandipora, Kupwara, Jammu, Samba, Kathua, Rajouri, and Poonch.

Gap Analysis: Deputy Commissioners presented district-wise gap analyses. Dulloo directed preparation of DPRs to bridge critical gaps in infrastructure, livelihood, healthcare, and education.

Convergence of Schemes: Emphasis on leveraging existing schemes like RDSS (power), PMGSY (roads), NRLM, Mission YUVA, HADP, PMEGP, REGP (livelihood), PM-SHRI (education), and Telemedicine (health).

Tourism & Cultural Outreach: Regular camps, festivals, and fairs to be held in border villages to promote tourism and cultural vibrancy.

Infrastructure Development: Plans include all-weather roads, telecom & TV connectivity, on-grid electrification, with 41 villages to be connected under PMGSY-IV and 220 villages identified for telecom coverage.

Inclusive Growth: Focus on saturation of social security and financial inclusion schemes in all targeted villages.
ACS Planning’s Strategy:
ACS Planning, Ashish Chander Verma, outlined a three-pronged strategy focusing on livelihood creation, essential services (health, education, finance), and infrastructure reinforcement. He said the programme would ensure delivery of Central and UT schemes to all 1,421 villages in border blocks.
The meeting was attended by the ACS Planning, MD KPDCL, representatives from the R&B Department, BSNL, and Deputy Commissioners via video conferencing.
Committees at the UT and district levels will oversee implementation to ensure that proposals are technically feasible, cost-effective, and aligned with VVP objectives.
