New digital self-assessment framework to empower Gram Panchayats and improve sanitation services at grassroots level

NEW DELH, SEPTEMBER 16, 2026 ; Union Jal Shakti Minister C. R. Patil has launched Swachh Seva Aankalan (SSA), an annual digital self-assessment framework designed to evaluate and strengthen sanitation service delivery at the Gram Panchayat level across rural India.

The framework was launched during a virtual meeting with States and Union Territories. Minister of State for Jal Shakti V. Somanna, along with ministers responsible for rural sanitation, senior officials and mission directors of the Swachh Bharat Mission (Grameen), participated in the meeting.

Developed by the Department of Drinking Water and Sanitation under Swachh Bharat Mission (Grameen) 2.0, the multi-tier framework seeks to bring local communities and different levels of government into the process of monitoring sanitation services.

Gram Panchayats to Lead Local Assessment

Under Swachh Seva Aankalan, Gram Panchayats declared ODF Plus (Model), along with Village Water and Sanitation Committees (VWSCs) and local communities, will assess sanitation conditions in their respective areas.

The assessment will cover key areas including:

  • Sustainability of Open Defecation Free (ODF) status
  • Overall visual cleanliness
  • Solid Waste Management
  • Liquid Waste Management
  • Functionality of sanitation infrastructure
  • Operation and maintenance of community sanitation and waste-management assets

Gram Sabhas to Validate Findings

The findings of the self-assessment will subsequently be placed before the concerned Gram Sabha for discussion and validation.

The validated findings will then be made available to district and State/UT authorities for review through District Water and Sanitation Mission (DWSM) and State Water and Sanitation Mission (SWSM) meetings.

According to the Ministry, this process will help authorities identify gaps in sanitation service delivery and prepare targeted improvement plans for corrective action at the grassroots level.

Focus on Community Participation

The government said the framework is designed in the spirit of the 73rd Constitutional Amendment, with the objective of strengthening the role of local self-government institutions.

Through the new system, Gram Panchayats and Gram Sabhas will be able to regularly review their sanitation achievements, identify areas requiring improvement and undertake focused measures to strengthen sanitation services.

The initiative is expected to provide a structured digital mechanism for assessment, monitoring, community participation and corrective action, thereby strengthening the sustainability of sanitation improvements in rural areas.
