NEW DELHI, May 24, 2026 : The National Investigation Agency (NIA) has uncovered what officials described as a sophisticated “terror engineering” network involving alleged misuse of artificial intelligence platforms, improvised rocket devices and drones in connection with the deadly Red Fort area blast case in New Delhi.
According to official sources, the findings are part of a massive 7,500-page chargesheet filed by the NIA on May 14 before a special NIA court in connection with the November 10, 2025 vehicle-borne IED explosion near the Red Fort area that killed 11 people and injured several others.
The probe allegedly linked the accused to Ansar Ghazwat-ul-Hind (AGuH), an offshoot associated with Al-Qaeda in the Indian Subcontinent (AQIS), both designated as terrorist organisations by the Ministry of Home Affairs.
Investigators alleged that one of the charge-sheeted accused, Jasir Bilal Wani, acted as the “in-house engineer” of the terror module and allegedly used digital tools, including YouTube and OpenAI’s ChatGPT, to search for information related to fabrication of rocket-based improvised explosive devices (IEDs).
According to the chargesheet, Jasir allegedly searched queries such as “how to make a rocket and in what proportion should the mixture be,” which investigators cited as an example of misuse of online and AI platforms for extremist purposes.
The NIA alleged that Jasir stayed at the campus of Al-Falah University in Faridabad during 2024-25 to provide technical assistance for the conspiracy.
The university reportedly came under scrutiny after investigators found alleged involvement of three doctors associated with the institution in the terror case.
The chargesheet named Dr Umer un Nabi as another key conspirator who allegedly drove the explosive-laden vehicle used in the attack.
Investigators claimed Jasir was introduced to Dr Umer by Dr Adeel Ahmed Rather, who allegedly supplied ingredients used in the fabrication of IEDs, including powdered sugar and potassium nitrate-based fertiliser.
The NIA further alleged that Dr Umer researched improvised rocket IEDs and guided experiments involving explosive devices.
According to investigators, Jasir and co-accused allegedly prepared rocket-based IEDs and conducted test explosions inside forests in the Qazigund and Youshmarg areas of Anantnag district in Jammu and Kashmir.
Officials claimed remnants of explosive devices were later recovered by NIA teams from the forest areas during field investigations.
The chargesheet also alleged that the accused experimented with drone technology for potential weaponisation. According to the probe, Dr Umer allegedly provided two drones to Jasir with instructions to enhance their flying range and payload capacity so they could potentially be used in attacks on security installations.
The investigation further revealed alleged procurement of electronic components through online shopping platforms, including proximity sensors, RF relay kits, soldering kits and other materials that investigators said were used in trigger mechanisms for IEDs.
Officials claimed the purchases were made through Jasir’s Flipkart account and funded by Dr Umer through cash-on-delivery transactions.
The NIA also alleged that the explosive substance used in the blast was Triacetone Triperoxide (TATP), a highly volatile explosive compound allegedly manufactured through clandestine experimentation.
According to the agency, scientific and forensic investigations exposed what it described as a broader “jihadi conspiracy” involving radicalised individuals, including medical professionals allegedly inspired by AQIS/AGuH ideology.
The case remains under judicial process before the special NIA court.
