NEW DELHI, SEPTEMBER 02, 2026 : The Government of India is set to begin field trials of a new Public Protection and Disaster Relief (PPDR) communication network from October 2026, with nationwide deployment targeted for 2027, a senior Home Ministry official said on Wednesday.
Speaking at a Broadband India Forum (BIF) event on critical communications, Joint Secretary in the Ministry of Home Affairs Prasanna R said the proof of concept for the proposed PPDR network has already been successfully conducted with all four major telecom operators.
The government is expected to finalise the operational model for the network during September, following which pilot testing will begin in October.
📡 NETWORK DESIGNED FOR DISASTERS AND EMERGENCIES
The PPDR system is being developed to ensure that critical communication remains available when conventional communication networks are disrupted during natural disasters, major accidents, law-and-order emergencies and other crises.
The proposed broadband-based network will support not only voice communication but also the transmission of live images, video and text, enabling government agencies and first responders to coordinate more effectively during emergencies.
The system is expected to facilitate communication between government agencies while also supporting mechanisms to alert the public during major disasters.
🛰️ SATELLITE CONNECTIVITY TO BOOST RESILIENCE
The Home Ministry is also exploring the integration of satellite communication into the PPDR network.
According to Prasanna R, discussions are underway with ISRO as well as private-sector players to incorporate satellite connectivity into the emergency communications architecture.
The move is aimed at ensuring connectivity even in areas where terrestrial telecom infrastructure is damaged or unavailable following a major disaster.
🗺️ 10 ZONES TO BE COVERED UNDER DEPLOYMENT PLAN
The PPDR network is proposed to be deployed across 10 zones, covering a mix of strategically and operationally important locations.
These are expected to include:
- Border districts
- Disaster-prone districts
- Major metropolitan areas
- Andaman & Nicobar Islands
- Other locations requiring highly resilient emergency communication
The network is being envisioned as an always-available critical communications layer that can operate when conventional mobile networks are unable to cope with an emergency.
🚑 ‘FIRST NETWORK’ FOR CRISIS RESPONSE
TRAI Chairman A K Lahoti stressed that communication becomes a critical public-safety tool whenever a natural disaster, major accident or threat to public order occurs.
He said mission-critical communication systems must be designed for high reliability, resilience, availability, real-time response and interoperability.
Such systems, he explained, require redundant and hardened infrastructure, including backup power, failover connectivity, resilient network components and geographically distributed core networks.
Lahoti also highlighted earlier TRAI recommendations concerning telecom network failures during emergencies and flash disasters, including priority routing of calls made by personnel involved in response and recovery operations.
📞 112 AND EMERGENCY COMMUNICATION
TRAI has also recommended measures to make greater use of telecom resources for public safety, including an integrated emergency communication and response system based around the 112 emergency number.
The regulator is also examining technologies such as vehicle-to-infrastructure communication, which could complement PPDR by enabling rapid exchange of safety and emergency information between vehicles, roadside infrastructure and traffic-management systems.
🌐 LESSONS FROM GLOBAL PPDR SYSTEMS
Advanced PPDR networks are already operational or being developed in several countries, including Sweden, the United States, England, Finland, France, Hungary and Romania.
The proposed Indian system is expected to draw upon global experience while adapting the network to India’s unique geographical, disaster-management and security requirements.
📡 SATELLITES SEEN AS KEY TO DISASTER RESPONSE
BIF President TV Ramachandran said PPDR should function as a “first network” during abnormal situations, including natural disasters, law-and-order crises and other emergencies.
He stressed that while India’s conventional mobile networks are well developed for normal circumstances, a separate and highly resilient communication layer is needed for extreme situations.
Ramachandran also underlined the importance of satellite connectivity, particularly during disasters when terrestrial infrastructure may be damaged or overloaded.
The proposed PPDR network, therefore, is expected to combine terrestrial telecom infrastructure, broadband technologies and satellite communication to create a resilient national emergency communications framework.
🇮🇳 TOWARDS AN ALWAYS-AVAILABLE EMERGENCY NETWORK
With the pilot scheduled to begin in October 2026 and deployment targeted for 2027, the PPDR initiative could mark a major step towards strengthening India’s disaster-response and public-safety communications.
The objective is clear: when conventional networks go down during a crisis, critical communication should continue.
