Kulgam, November 13, 2025 : In a major breakthrough for the justice system, the NIA/UAPA Court for Kulgam and Shopian on Thursday convicted Towseef Ahmed Thokar, son of Mohammad Yousaf Thokar and resident of Khawajapora Reban, Zainapora, in connection with the 2021 Imam Sahab terror case.
The case pertains to FIR No. 25/2021 registered at Police Station Imam Sahab, following an encounter between security forces and terrorists on May 5, 2021. During the gunfight, three terrorists — Danish Ahmed Mir, Zahid Bashir, and Umar Hassan Bhat — were killed, while Towseef Ahmed Thokar was captured alive from the encounter site with arms and ammunition.
The court found Thokar guilty under Sections 16, 18, and 20 of the Unlawful Activities (Prevention) Act (UAPA), Section 307 of the Indian Penal Code, and Section 7/27 of the Arms Act. The case has been adjourned for sentencing on November 17, 2025.
In an elaborate judgment, Special Judge Parvaiz Iqbal underscored the need for a stringent approach towards acts of terrorism, stating that such crimes not only endanger national security but also threaten the very fabric of civil society.
At the same time, the court emphasized the importance of due process, noting that the rule of law must prevail even in the gravest of circumstances. The judge commended the Investigating Officer and Prosecution for conducting a thorough, fair, and professional investigation, which helped the court reach a just conclusion.
“The investigation has been carried out in a professional manner, and the prosecution has systematically produced the evidence that led the court to believe in the truthfulness of the prosecution’s story,” the judgment reads.
The court concluded that the prosecution successfully proved all charges beyond reasonable doubt, leading to Thokar’s conviction.
This judgment marks a significant milestone in the fight against terrorism, reaffirming the commitment of the judiciary and law enforcement agencies to uphold justice and national integrity.
