Jammu/Srinagar, September 11, 2026 ; The Jammu and Kashmir Government has proposed amendments to the J&K Unified Building Bye-Laws, 2021, inviting objections, suggestions and comments from citizens, professionals, stakeholders and other interested parties before the proposed changes are finalised.
The Housing & Urban Development Department (H&UDD) issued a notification dated September 9, 2026, exercising powers under Section 397 of the Jammu and Kashmir Municipal Corporation Act, 2000.
📢 Public Consultation Open
The proposed amendments have been published in the Official Gazette to give stakeholders and members of the public an opportunity to examine the changes and submit their views.
Anyone wishing to file an objection, suggestion or comment must submit it in writing to the Housing & Urban Development Department within 15 days from the date of publication of the notification in the Official Gazette.
⚠️ Submissions received after the stipulated period will not be entertained or considered.
The proposed changes have been included in Annexure-A of the notification and will also be made available on the official website of the Housing & Urban Development Department.
🏢 Focus on Streamlining Building Permissions
The latest move is part of the Government’s continuing effort to update and streamline the building-permission and urban-development framework in Jammu and Kashmir.
The Unified Building Bye-Laws, 2021 are already being implemented through the Department’s building-permission system, including online processing. Further amendments are aimed at improving regulatory procedures and making the permission process more efficient.
📋 Earlier Amendments Also Notified
The latest proposal follows earlier amendments to the UBBL-2021. In February 2026, the Government notified further changes, including provisions concerning categories of retail shops and Registered Technical Persons.
The latest notification has been issued by the Commissioner/Secretary to the Government, Housing & Urban Development Department, and circulated among senior administrative authorities and concerned departments.
🗣️ Stakeholders Urged to Participate
Citizens, architects, engineers, developers, urban planners, professionals and other stakeholders have been encouraged to study the proposed amendments and submit their views within the prescribed period.
The public consultation provides an opportunity for stakeholders to place their concerns and suggestions before the Government before the amendments are finalised.
