Rajouri, August 11, 2026 : The Block Medical Officer (BMO), Darhal Malkan, has sought explanations from five doctors following allegations of a lapse in patient care at Sub-District Hospital (SDH) Darhal, where an elderly patient suffering from chronic kidney disease (CKD) allegedly did not receive timely medical attention due to the absence of duty staff.

According to an order issued on August 10, the BMO has sought explanations from the doctors over their respective roles in the incident and directed them to submit their replies within two days.

Night-Duty Doctors Allegedly Left Before Reliever Arrived

The order states that Dr Rishab Sudan, Dr Mudassar Kabir and Mohd Younis, who were assigned night duty, allegedly left the hospital before the arrival of the reliever.

The BMO has sought their explanations regarding their departure and the circumstances surrounding the alleged lapse in patient care.

Two More Doctors Asked to Explain Absence

Dr Samina Malik has been directed to explain why she allegedly left the station without permission despite being instructed to remain on call.

Meanwhile, Dr Mutahir Wani has been asked to explain his late reporting for morning duty.

The BMO said Dr Imran Ganai was called to attend to the patient after the patient’s attendants raised concerns over the non-availability of doctors.

Replies Within Two Days

All five doctors have been directed to submit their explanations within two days.

The order warns that failure to provide a satisfactory response could lead to disciplinary action under the applicable J&K Civil Services Rules.

The move comes amid concerns over ensuring uninterrupted medical services and accountability of duty staff at government healthcare institutions, particularly during emergency situations involving vulnerable patients.
