JAMMU, June 12, 2026 : The Jammu and Kashmir Government has constituted a high-level inquiry committee to conduct a comprehensive investigation into the recent death of a patient at Government Medical College (GMC) and Associated Hospital, Rajouri, amid concerns raised over the circumstances surrounding the incident.
The decision was taken through Government Order No. 472-JK (HME) of 2026, dated June 12, 2026, issued by the Health and Medical Education Department.
According to the order, the committee has been tasked with carrying out a fair, transparent, and objective examination of all factors leading to the patient’s death and determining whether established medical protocols were properly followed.
Three-Member Inquiry Committee Constituted
The inquiry panel comprises senior medical and administrative experts:
- Prof. (Dr.) Pramod Kalsotra, Principal, Government Medical College Udhampur – Chairperson
- Prof. (Dr.) Abdul Gani, Department of Orthopaedics, Government Medical College Jammu – Member
- Dr. Narinder Bhutial, Medical Superintendent, Government Gandhi Nagar Hospital, Jammu – Member
Scope of Investigation
The committee has been directed to:
- Examine all facts and circumstances surrounding the patient’s death.
- Scrutinize allegations made by the deceased patient’s family.
- Review the treatment procedures and medical interventions provided.
- Assess whether attending medical staff adhered to prescribed clinical protocols and guidelines.
- Determine if there was any negligence, omission, delay, or deviation from standard medical practices.
- Fix responsibility, if any, for lapses in preparedness, treatment, or healthcare service delivery.
Recommendations and Report
In addition to establishing facts and accountability, the committee has been tasked with recommending corrective measures to prevent similar incidents in the future and improve patient care standards within government healthcare institutions.
The panel has been directed to submit a detailed report, supported by documentary evidence and findings, to the Administrative Department within the stipulated timeframe from the issuance of the order.
Full Cooperation Directed
The government has instructed the Principal, GMC Rajouri, along with all concerned officers and officials, to extend full cooperation to the inquiry committee and provide all records, documents, and information required for a thorough investigation.
The order was issued by M. Raju, IAS, Commissioner/Secretary to the Government, Health and Medical Education Department.
The inquiry is expected to bring clarity to the circumstances surrounding the incident and ensure accountability while reinforcing public confidence in the healthcare system.
