JAMMU, June 13, 2026 : In a significant move aimed at restoring organizational discipline and addressing growing concerns over factionalism within its Jammu and Kashmir unit, the All India Congress Committee (AICC) on Saturday constituted a three-member Enquiry Committee to investigate reports of alleged anti-party activities by certain leaders.
According to an official press release issued by AICC General Secretary K.C. Venugopal, the decision was approved by Congress President Mallikarjun Kharge and has come into effect immediately.
The Enquiry Committee will be headed by senior Congress leader Shaktisinh Gohil as Convenor, while Dr. Amar Singh and Rafeek Khan will serve as members of the panel.
Speaking on the development, Gohil stated that the committee would visit Jammu and Kashmir at the earliest opportunity to hold discussions with party leaders and gather inputs from all stakeholders.
“We will interact with all leaders concerned and submit our findings as early as possible. The Congress high command is expected to issue detailed guidelines for the functioning of the Enquiry Committee next week,” Gohil said.
The formation of the panel comes amid escalating concerns within the party over alleged indiscipline and internal divisions. Several senior Congress leaders have reportedly accused former Banihal MLA and senior party leader Vikar Rasool Wani of repeatedly making statements against the party’s alliance partner, the National Conference, thereby undermining the coalition’s unity.
The controversy gained further attention after former Deputy Chief Minister Tara Chand participated in a rally organized by Wani, a move that triggered criticism from sections of the party leadership.
Senior Congress leaders believe that persistent groupism and parallel political activities have adversely affected the party’s image in Jammu and Kashmir. They have alleged that some leaders avoid participating in official party programmes, protests, and organizational activities, while opting to hold separate rallies and events.
The latest action follows a crucial meeting convened by K.C. Venugopal in New Delhi on June 8, where top Congress leaders from Jammu and Kashmir were called to discuss and resolve internal differences. During the meeting, Venugopal reportedly delivered a firm message that no individual is above the party and that indiscipline would not be tolerated under any circumstances.
The meeting was attended by J&K Pradesh Congress Committee President Tariq Hameed Karra, Congress Legislature Party leader Ghulam Ahmad Mir, former Deputy Chief Minister Tara Chand, PCC Working President Raman Bhalla, and former PCC President and Congress Working Committee member Vikar Rasool Wani.
Venugopal urged all leaders to set aside their differences and work collectively to strengthen the party ahead of future political challenges in the Union Territory.
The constitution of the Enquiry Committee is being viewed as a decisive intervention by the Congress high command to enforce discipline, end factional infighting, and ensure organizational unity within the Jammu and Kashmir unit.
