New Delhi, July 30, 2026 : In a significant relief for Jammu and Kashmir migrant families residing in the national capital, the Delhi Government has issued a new Standard Operating Procedure (SOP) to simplify the monthly relief distribution process by removing the mandatory income criterion and making the system more transparent.

According to a statement from the Chief Minister’s Office (CMO), Chief Minister Rekha Gupta announced that the revised SOP aims to ensure faster and hassle-free access to financial assistance for eligible migrant families.

Key Changes in the New SOP

🔹 Income Criterion Removed
Applicants will no longer be required to submit income certificates or property-related documents while applying for monthly relief.

🔹 Simplified Documentation
The government has also clarified rules related to:

  • Family verification
  • Marriage
  • Family bifurcation
  • Pending arrears
  • Verification procedures

The move is expected to reduce paperwork and speed up the approval process.

One-Time Amnesty for Registered Families

The Delhi Government has announced a special one-time amnesty for migrant families registered up to March 2024.

These families have been given time until September 15, 2026, to submit Form-A, declaring their current family composition.

However, the government clarified that Form-A declarations submitted in April 2026 under the previous guidelines will stand cancelled and fresh submissions will be mandatory.

Relief Based on Updated Records

After September 15, district authorities will update family records and release Ad Hoc Monthly Relief (AMR) based on a maximum of four family members.

Families seeking family bifurcation under the prescribed rules must submit Form-B along with Form-A for their applications to be processed.

Aim of the New Policy

The revised SOP is intended to:

  • Simplify access to monthly relief.
  • Eliminate unnecessary documentation.
  • Improve transparency in beneficiary verification.
  • Ensure quicker processing of applications.
  • Maintain updated records of migrant families.

The Delhi Government said the new framework is designed to make the relief distribution system more efficient while ensuring eligible Jammu and Kashmir migrant families receive assistance without avoidable procedural hurdles.
