JAMMU, April 25, 2026 : Chief Secretary Atal Dulloo chaired a high-level review meeting to assess the implementation and impact of the Holistic Agriculture Development Programme across Jammu and Kashmir.
📊 Strong Performance & Financial Viability
The Chief Secretary noted that HADP is showing robust financial returns, with:
- ₹450 crore government subsidy expected to be recovered in ~2.6 years
- Over 1.11 lakh units established across all 20 districts
- 74,589 farming families benefited
- Estimated ₹368 crore annual revenue and ₹173 crore profit at beneficiary level
The programme has also generated over 2.45 crore man-days of employment, highlighting its role in rural job creation.
🌱 Impact on Farmers
- Average income boost of ₹25,000 per family annually
- Nearly 92.9% units functional
- Around 68.3% beneficiaries trained
Despite full geographic coverage, only ~8.1% of PM-Kisan beneficiaries are covered, leaving scope for expansion.

🏪 Strengthening Kisan Khidmat Ghars
The network of 1,807 Kisan Khidmat Ghars (KKGs) is serving over 8 lakh farmers, with:
- 96% fund utilization
- Monthly revenue of ₹43.52 lakh
The Chief Secretary directed further strengthening of these centers, including adding banking and digital services.
