Srinagar, August 21, 2026 : The Model Recruitment Rules (MRRs) for the Non-Gazetted cadre in all Government Medical Colleges (GMCs) of Jammu and Kashmir will be notified by September 30, 2026, Health and Medical Education Minister Sakeena Itoo said on Friday.

The decision was taken during a meeting chaired by Itoo at the Civil Secretariat in Srinagar against the backdrop of protests by employees of newly established GMCs over the non-availability of recruitment rules.

The meeting was attended by Commissioner Secretary ARI and Trainings Shabnam Kamili, Special Secretary ARI Narinder Khajuria, Director Health Riyaz Ahmad, Additional Secretary Health and Medical Education Anil Kumar, Deputy Secretary Health and Medical Education Dr Murtaza Rashid, and representatives of protesting employees from GMCs in Anantnag and Baramulla.

Uniform Recruitment Framework for GMCs

The meeting held detailed discussions on the proposed recruitment framework aimed at establishing a transparent, uniform and streamlined mechanism for filling various Non-Gazetted positions in the newly established medical colleges and their associated institutions.

Itoo directed the ARI and Trainings and Health and Medical Education departments to complete the process within the stipulated deadline and notify the rules by September 30.

She emphasised that the rules must be comprehensive, practical and aligned with the functional requirements of the newly established GMCs, while also ensuring uniformity across institutions.

The Minister called for close coordination between all concerned departments so that recruitment of essential Non-Gazetted manpower can proceed without unnecessary delays.

Eligibility, Promotions and Service Conditions

Itoo directed officials to thoroughly examine existing recruitment rules and relevant provisions before finalising the MRRs.

She called for clear provisions covering eligibility criteria, educational qualifications, experience, recruitment methodology, promotional avenues and other service-related matters.

The Minister said a well-defined recruitment framework was essential for strengthening the institutional capacity of the new medical colleges and ensuring adequate human resources for their smooth functioning.

“Recruitment rules must be clear, transparent and responsive to the actual requirements of our institutions. The newly established GMCs need a robust human-resource framework so that they can function efficiently and deliver quality services to students and patients,” Itoo said.

She further directed officials to prepare the draft rules in consultation with relevant stakeholders and ensure that all aspects are examined comprehensively to prevent ambiguity and procedural delays during implementation.

Minister Urges Employees to End Strike

Later, Itoo appealed to protesting employees of the GMCs to immediately call off their strike, describing them as an important pillar of Jammu and Kashmir’s healthcare system.

She assured the employees that their other concerns would also be examined and addressed on priority.

The government’s decision to set a firm deadline for notifying the Model Recruitment Rules is expected to provide greater clarity on recruitment, career progression and service conditions for employees working in the newly established Government Medical Colleges across Jammu and Kashmir.
