NEW DELHI, April 25, 2026 : The Supreme Court of India has directed all states and Union Territories to prepare a “realistic and practical” action plan to implement minimum standard guidelines for intensive care services across the country.
🏥 Focus on ICU Standards
A bench of Justices Ahsanuddin Amanullah and R. Mahadevan noted that comprehensive “Guidelines for Organisation and Delivery of Intensive Care Services” have already been prepared and must now be implemented effectively.
📋 Key Directions by the Court
- States/UTs must convene expert meetings immediately
- Prepare a practical implementation plan
- Identify top 5 priority requirements (manpower & equipment)
- Develop a monitoring and compliance mechanism
The court emphasized that the first meetings should take place within one week, and the entire exercise must be completed within three weeks.
🧑⚕️ Training & Capacity Building
Recognizing the critical role of nursing staff, the court endorsed enhanced training and directed:
- Indian Nursing Council
- Para Medical Council of India
to submit plans for improving ICU training, curriculum, and skill development.
🏛️ Role of Centre
The Ministry of Health and Family Welfare has been asked to:
- Formally issue the guidelines as an advisory
- Upload them on its official website
- Coordinate with states for uniform implementation

The matter will be heard next on May 18, when a final blueprint/report will be presented before the court.
